Policy:

91福利 is committed to compliance with Mississippi House Bill 1193 and the related policies adopted by the Mississippi Community College Board.  This policy was developed in accordance with HB 1193 and remains subject to all applicable federal antidiscrimination laws, including but not limited to Title VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, the Americans with Disabilities Act, and Section 504 of the Rehabilitation Act of 1973.  Nothing in this policy shall be interpreted to conflict with or diminish any rights or protections afforded under federal law.

Procedure:

In accordance with HB 1193, the College prohibits the use of public funds for any programs, practices, training, or policies related to diversity, equity, and inclusion (DEI) that are restricted under that law.

The College shall maintain a formal complaint process through which students, employees and contractors may report alleged violations of the HB 1193 law to the Office of the President or designated office.  All complaints will be handled in a timely, confidential, and nonretaliatory manner, and the College shall take appropriate action in accordance with applicable legal and regulatory requirements.

The President is authorized to establish and implement administrative procedures to ensure compliance with HB 1193 and this policy, including the investigation and resolution of complaints.  Corrective actions will be taken in accordance with state law, federal requirements, and College policies. 

The President is authorized to establish additional procedures as necessary to maintain compliance.  Regular reviews of College programs, policies, and training will ensure continued adherence to HB 1193.

Policy:
The 91福利 Board of Trustees is expected to conduct its business transactions with the integrity that is expected under the law and the traditions of an institution of higher education. Board members have a legal and ethical responsibility to maintain compliance with laws regarding board conflicts of interest. Guidelines are given to determine when a conflict of interest may exist, along with avenues for additional information, and the consequences for violating state ethics laws.

Procedure:

Definition of Conflicts of Interest

A conflict of interest will be deemed to exist whenever an individual is in the position to approve or influence College policies or actions which involve or could ultimately harm or benefit financially: (a) the individual; (b) any member of his or her immediate family (spouse, parents, children, brothers or sisters, and spouses of these individuals); or (c) any organization in which he or she or an immediate family member is a director, trustee, officer, member, partner or shareholder or has a substantial financial interest. For further information, please consult the Mississippi Code of 1972, Annotated, Sections 25-4-101 et seq., and Section 1200 of the Policies and Bylaws of the Board of Trustees for Institutions of Higher Learning.

Process

Upon appointment to the Board of Trustees, the Secretary of the Board shall provide each board member a copy of the Board Policy on Conflicts of Interest and the Disclosure Form for Board Members. Subsequent to their initial appointment, on or about July 1 of each year, the Secretary of the Board shall distribute the Disclosure Form to each board member. The board member shall return the form within 30 days to the Secretary of the Board. The Disclosure Forms will be reviewed by the Chairman, and as appropriate, with the President and legal counsel. The Secretary of the Board shall maintain all disclosure forms.

Disclosure of Conflicts of Interest

A Board member shall disclose a conflict of interest: (a) prior to voting on or otherwise discharging his or her duties with respect to any matter involving the conflict which comes before the Board or any committee; (b) prior to entering into any contract or transaction involving the College; (c) as soon as possible after the Board member shall learn of a conflict of interest in any other context. Disclosure of the material facts surrounding the Board members鈥 conflict of interest shall be made to the Chairman of the Board and, in the case of a committee, the chair of that committee. The Board Chairman shall inform the other members of the Board or committees prior to any action thereon.

Failure to Disclose Conflicts of Interest
Failure to disclose adequately a potential or actual conflict of interest shall constitute cause for removal from the Board.

Approval of Conflicts of Interest
Following receipt of information concerning a contract or transaction involving a potential conflict of interest, the Board shall consider the material facts concerning the proposed contract or transaction including the process by which the decision was made to recommend entering into the arrangement on the terms proposed. The Board shall approve only those contracts or transactions in which the terms are fair and reasonable to the College and the arrangements are consistent with the best interests of the College. Fairness includes, but is not limited to, the concepts that the College should pay no more than fair market value for any goods or services which the College receives and that the College should receive fair market value consideration for any goods or services that it furnishes others. The Board shall set forth the basis for its decision with respect to approval of contracts or transactions involving conflicts of interest in the minutes of the meeting at which the decision is made, including the basis for determining that the consideration to be paid is fair to the College.

Voting

If a Board member discloses an actual or potential conflict of interest, that board member may not be present for the discussion or the voting on such matters.

Validity of Actions

No contract or other transaction between the College and one or more of its Board members, or between the College and any other corporation, firm, association or other entity in which one or more of its Board members are directors or officers, or have a substantial financial interest, shall be either void or voidable for this reason alone or by reason alone that such Board member(s) are present at the meeting of the Board, or of a committee thereof, which authorizes such contract or transaction, or that his or her or their votes are counted for such purpose, if the material facts as to such Board member’s interest in such contract or transaction and as to any such common directorship, officer ship or financial interest are disclosed in good faith or known to the Board or committee, and the Board or committee authorizes such contract or transaction by a vote sufficient for such purpose without counting the vote or votes of such interested Board members.

In accordance with U.S. Department of Education licensure disclosure requirements, PRCC has procedures in place to determine the location of the student at the time of admittance to the college, when registering for a program leading to a licensure, or when changing a program of study for the purpose of notifying the student of required licensure disclosures. In addition, the PRCC website provides resources to students pursuing licensure programs, including direct disclosures and requirements for each state.

This privacy statement applies to prcc.edu domain and addresses data collection, use, and dissemination of personal information. Those who visit prcc.edu consent to the data practices described in this statement. 91福利 reserves the right to amend this privacy statement without notice. No data transmission over the Internet can be guaranteed as 100% secure. While 91福利 strives to protect personal information, those who visit prcc.edu acknowledge that: (a) there are security and privacy limitations inherent to the Internet which are beyond 91福利鈥檚 control; and (b) security, integrity, and privacy of any and all information and data exchanged between 91福利 and prcc.edu鈥檚 users cannot be guaranteed.

Use of Cookies
The PRCC website employs 鈥渃ookies鈥 to personalize online experiences. A cookie is a file placed on a computer, tablet, or mobile device by a web server to provide a convenience feature to save users time. The purpose of a cookie is to tell the Web server that a user has returned to a specific page. By default, most web browsers automatically accept cookies, but users can typically modify their browser鈥 setting to decline cookies. If users decline cookies, they may not be able to fully experience the interactive features of the PRCC services or websites they visit.

Collection of Information
PRCC automatically collects information when users visit pages within prcc.edu. Such information is collected by Google Analytics and includes users鈥 IP address, browser type, domain names, duration of visit, browser type, screen resolution, interactions in the web page, and referring website addresses. This data is used to maintain quality service and to provide general analytics regarding the use of the prcc.edu domain.

Personal information is manually collected and voluntarily provided. When completing a request of information form, personal information is collected including name, address, email address, phone number, date of birth, and program of study. 91福利 also may gather additional personal or non-personal information in the future.

Tracking User Behavior
PRCC tracks page visits of its users within its website in order to determine what services are the
most popular. This data is used to deliver customized content and advertising to customers whose behavior indicates interest in a particular subject area.

Sharing Information with Third Parties
PRCC does not sell, rent, or lease customer lists to third parties. PRCC may share data with trusted partners to help perform statistical analysis, send email or postal mail, or conduct surveys to improve services. All such third parties are prohibited from using users鈥 personal information except to provide these services to PRCC, and they are required to maintain the confidentiality of users鈥 information.

Email Communications
PRCC utilizes a third-party email marketing platform for the purpose of announcing important dates and/or events, introducing new programs, alerts, confirmations, surveys, and/or other general communication. In order to improve its services, PRCC may receive a notification when users open an email from PRCC or click on a link therein.

Opt-Out Procedures
Those who would like to stop receiving marketing or promotional communications from 91福利 may opt out of such communications through its third-party marketing providers. They may opt out here.

Policy:

91福利 will enforce and abide by the Mississippi Community College Board handbook in regard to recruiting.

Procedure:

91福利 does not invite participation from outside of this community college district in activities that would serve the purpose of recruitment. 91福利 personnel will not contact groups or individuals from outside the College’s respective district for the purpose of influencing students to attend this college. With the exception of athletics, the College is directed as follows:

  1. 91福利 will not conduct or participate in recruitment events or other activities in another community/junior college district. This includes recruiting by mail. In reference to mail, the College has the right to reply to any request from prospective students when they request information by mail. However, 91福利 will not acquire mailing lists for students outside our recruiting district for general mass mailing or other means of solicitation.
  2. Only invitations issued for regional or statewide career fairs, health fairs, or related activities associated with and/or sponsored by the university system and/or agencies of the state may be accepted. Invitations will not be accepted for out-of-district high school visits, band performances, performing groups, athletic events, or any other such activity that is not sponsored by the Mississippi Community College Board. Exceptions for these types of recruiting activities, and regional/statewide events must have the written approval of the president in whose district the event or activity is to occur. Appeals of this policy are made directly to the Executive Director of the Mississippi Community College Board (MCCB) and from the Executive Director to the executive committee of the MCCB; and from that appeal level to the MCCB 15-member presidential body. The decision of that body shall be final.

The Director of Marketing and Recruitment under the guidelines set by the President is the College representative responsible for all media releases of the College of a print and non-print nature. College employees and students should notify the Director of Marketing and Recruitment of any newsworthy information for release to the news media by submitting the聽Communications and Marketing Request.

PRCC鈥檚 decision involving persons with communicable diseases shall be based on current and well-informed medical judgments concerning the disease, the risks of transmitting the disease to others, the symptoms, special circumstances of each person who has a communicable disease, and a careful weighing of the identified risks and available alternatives for responding to an employee or student with a communicable disease.

The purpose of this policy is to establish procedures to be followed in the event an employee/student has or contracts a communicable disease.  Communicable diseases include, but not limited to, measles, influenza, viral hepatitis A (infectious Hepatitis A), viral hepatitis B (serum Hepatitis B), human immune-deficiency virus (HIV infection), AIDS, AIDS related complex (ARC), severe acute respiratory syndrome (SARS), tuberculosis, or any other common disease in accordance with information received through the Centers for Disease Control and Prevention (CDC).

The College will not discriminate against any job applicant, employee, or student based on the individual having a communicable disease.  PRCC is committed to providing a working and educational environment free of health hazards to its employees and students.  Employees and students shall not be denied access to the workplace or educational environment based solely on the grounds that they have a communicable disease.  The College reserves the right to exclude a person with a communicable disease from the facility, programs, and functions if it is medically determined that such a restriction is necessary for the welfare of the affected person or the welfare of others within our facility, programs, and functions.

Policy:

A calendar of scheduled activities will be maintained at 91福利.

Procedure:

A master calendar listing all scheduled activities for the College will be maintained in the Office of the Vice President for Poplarville Campus and Student Services. 聽A calendar of activities limited to the Forrest County Campus will be maintained in the Office of the Vice President for Forrest County Campus. A calendar of activities limited to the Hancock County Campus will be maintained in the Office of the Vice President for Hancock County Campus.

A. School Calendar

A committee composed of the Senior Vice President for Instruction/Provost, Vice President for Planning and Institutional Research/Dean of the Dr. William Lewis Honors Institute (POP), Vice President for Forrest County Campus, Vice President for Hancock County Campus, Director of Admissions and Records, ADA /Civil Rights Coordinator, Dean of Career and Technical Education Programs, faculty representatives, and staff representatives will develop a school calendar for the academic year for submission to the President and Board of Trustees for approval.

B. Activities Calendar

A committee composed of the Vice President for Poplarville Campus and Student Services, Vice President for Instruction/Provost, SGA representative, faculty representatives, and staff representatives will develop an activities calendar listing major scheduled activities for the academic year.
